Agriculture plot can be sold for agriculture purpose to person who has agri 7/12.
NRI cannot invest in this land.

Only Government sanctioned NA plots are legally safe to buy.

How to identify plot you are buying is legally safe.Ask following questions to plot developer:
1. if we are paying complete amount today when you will get sale deed?
If answer is immediate,it’s safe.
If answer is No,or more than 1 month that means land is not NA,they are selling proposed NA means agri land

2.do you have NA order?
Ans:Yes. safe
Answer :No,not safe.

3.Is your layout approved by town planner?
Answer:Yes.safe.ask for layout and check town planner sign

4.Is land on your name?can you show me recent 7/12?
Answer :Yes.Safe.please check developer name on 7/12
Answer:No.not safe.Developer is agent who took plot for selling from owner, so any legal issue he will not be responsible.

5.Do you give sale deed or agreement to sale of plot for final possesion?
Answer:Agreement to sale.Not safe.Agreement to sale doesn’t give right of you being owner of land.no title transfer
Answer:Sale deed.safe.
